Working Explanation

The LED Flasher circuit uses the relay and BC547 transistor. When you connect the circuit according to the diagram given above and apply the 3V power supply to it, the multicolor LED which is connected with the base of the transistor triggers the transistor, the transistor turns on the relay. Two LEDs are connected with the relay, one with the normally open terminal and another with the normally closed terminal. So, in either of the condition, one of the LEDs glows, which makes the flasher circuit work.
